(a) Beginning in 2012 and in successive years thereafter, the Office of the United States Trade Representative shall publish in the Federal Register a determination for that calendar year, using the most recent annual data available, of the amount of Panama's trade surplus (the amount by which Panama's exports to all destinations exceeds its imports from all sources), by volume, for goods of Panama under the terms of general note 35 to the tariff schedule that are classified in the following subheadings: 1701.12, 1701.13, 1701.14, 1701.91, 1701.99, 1702.40 and 1702.60, except that Panama's exports to the United States of goods classified in subheadings 1701.12, 1701.13, 1701.14, 1701.91 and 1701.99 and its imports of originating goods of the United States classified in subheadings 1702.40 and 1702.60 shall not be included in the calculation of Panama's trade surplus
